Paseo Responsable shares a set of draft ideas contributed by community members for an alternative approach to the Rincón Bicycle and Pedestrian Route. These concepts were developed in collaboration with Ruta Borinquen, an initiative recognized for its commitment to sustainable mobility and community-centered design.
The aim is to protect our coasts, guarantee public access to the beach, and respond to the real needs of Rincón—without sacrificing what makes this place so special.
It’s important to note that this is a community-informed draft for discussion purposes only. Any change to the current government-approved design would require public hearings and new permitting processes. That’s why your feedback and participation are vital.

About Ruta Borinquen
Ruta Borinquen is a nonprofit initiative promoting the creation of an ecological and multimodal route around Puerto Rico, repurposing old railroad easements to connect communities through pedestrian and bicycle paths.
Its approach combines sustainable mobility, citizen participation, and preservation of natural and historical heritage. Ruta Borinquen has worked with multiple communities and municipalities to integrate urban design, local economic development, and environmental justice. Their experience was key in developing this proposal focused on the real needs of the Rincón community.

Any proposal for the Rincón Bicycle and Pedestrian Route must undergo formal public participation and environmental permitting processes, as required by law.
From the community, we demand that all agencies involved — including the Puerto Rico Highways and Transportation Authority (ACT) — hold open, binding, and accessible public hearings where this and any other proposals can be discussed with the active participation of affected coastal communities.
This project cannot continue moving forward behind the people’s backs. It must be built from the community, honoring our voices and protecting our coasts.
